I suspect that unless you have Windows 8 Pro, then gpedit isn't there - just like it wasn't in Windows 7 Home Premium or Starter. The Group Policy Editor is only available in Windows 8 Pro. Press the WinKey+R to display the Run dialog. Type winver and click OK. This will show the version you are using.
